Family: PD used victim's finger to unlock phone - ABC Action News

The family of Linus Phillip, a man killed by a Largo Police officer on Friday, is accusing detectives of using the dead man's finger to gain access to his cell phone.The family is also demanding video from the incident at the WaWa gas station in Clearwater where he was killed.RELATED  Largo Police investigating deadly officer-involved shootingPolice tell ABC Action News that the gas station cameras did not capture the encounter.They family does not believe it. Phillip's mother Martha Hicks started crying during an interview on Wednesday."They killed him after his 30th birthday. Oh god he turned 30 on March 11," sobbed Hicks. "It's too much too much we just want to know what happened."Police say the vehicle he was driving had illegally tinted windows, which is why they approached him. While standing near Phillip's car, the officers say they smelled the odor of marijuana coming from the vehicle. Police said he tried taking off and even dragged the officer, Matthew Steiner who had tried to get in the car.  Phillip's longtime girlfriend Victoria Armstrong says he did nothing wrong. The couple has two children together. Their young daughter lost her battle with leukemia last year.Their son, Isaac is 16 months old."My son is no longer going to go have a father, or to make his dad proud. He's not here anymore because of this and the police are slandering his name like some awful person," said Armstrong. The congestion on Highway 395 through Minden and Gardnerville was already evident at that time, and has only gotten worse since then. Several significant developments were approved along the future Muller Parkway in the next few years, and most of them were conditioned on the developer building their portion of the 4-lane bypass, a condition to which the developers agreed.Since then, those developments have, for the most part, not been built, for one reason and one reason only: the Great Recession. Development in Douglas County ground to a halt, as it did in most parts of Nevada, and the country as a whole. Now, here and elsewhere, the housing market is heating up again.Developers along Muller Parkway, however, want to renege on their agreement to build a 4-lane road, and now claim that it is economically unrealistic, without any evidence to support that assertion. They make no mention of the Great Recession and its effects. Their claim is not credible. As usual, it appears that their primary motivation is to maximize profits.Muller Parkway will only function as a realistic bypass if it is four lanes. A 2-lane road, given how much development is planned for that area, would not relieve any of the congestion on 395. In fact, it would only make it worse. The developers should be held to their original commitment to build a four-lane road.Recommended Stories For YouThe Muller Parkway bypass, by the way, was never planned as a truck route. Nearly 90% of the traffic on 395 through our towns is cars (& pick-ups). Most commercial trucks need to make stops at local businesses, which is why they wouldn't use a bypass anyway. Getting a significant proportion of the cars off 395 through the towns, however, would go a long way to lowering the traffic congestion.The Transportation Element of the Master Plan states in Policy 4.16: "Support possible bypass facilities to keep traffic moving through Minden and Gardnerville."
